The State Council: Vigorously Promote Electric Mobility and Gradually Reduce the Proportion of Traditional Fuel Vehicles

The State Council issued a carbon peak action plan by 2030. The main goal mentioned in the plan is that by 2025, the proportion of non-fossil energy consumption will reach about 20%, energy consumption per unit of GDP will be reduced by 13.5% compared to 2020, and carbon dioxide emissions per unit of GDP will be reduced by 18% compared with 2020.

To lay a solid foundation for achieving carbon peaks. By 2030, the proportion of non-fossil energy consumption will reach about 25%, and carbon dioxide emissions per unit of GDP will be reduced by more than 65% compared with 2005, and the goal of peaking carbon before 2030 will be successfully achieved.


The plan mentions that carbon peaking runs through the entire process and all aspects of economic and social development, focusing on the implementation of energy green and low-carbon transformation actions, energy-saving, carbon reduction and efficiency enhancement actions, industrial carbon peaking actions, urban and rural construction carbon peaking actions, and transportation. The top ten carbon peaking actions, such as the green and low-carbon transportation action, the circular economy-boosting carbon reduction action, the green and low-carbon technological innovation action, the carbon sink capacity consolidation and improvement action, the green and low-carbon national action, and the orderly carbon peaking action in various regions.


In the energy green and low-carbon transition action, the plan stated that the construction of a new power system will be accelerated. Build a new type of power system with a gradual increase in the proportion of new energy, and promote the large-scale optimization of clean power resources. Vigorously improve the comprehensive regulation capability of the power system, speed up the construction of flexible regulated power sources, guide self-supplied power plants, traditional high-energy industrial loads, industrial and commercial interruptible loads, electric vehicle charging networks, virtual power plants, etc. to participate in system regulation, build a strong smart grid, and improve the grid security level. Actively develop "new energy + energy storage", source-network-load-storage integration and multi-energy complementarity, and support the rational allocation of energy storage systems for distributed new energy sources. Formulate a new round of mid- and long-term development plans for pumped storage power stations, and improve the policy mechanism to promote the development of pumped storage power plants. Speed up the demonstration and application of new energy storage. Deepen the reform of the power system and accelerate the construction of a unified national power market system. By 2025, the installed capacity of new energy storage will reach more than 30 million kilowatts. By 2030, the installed capacity of pumped storage power plants will reach about 120 million kilowatts, and the provincial power grid will basically have a peak load response capability of more than 5%.


In the green and low-carbon transportation action, the plan is proposed to promote the low-carbon transformation of transportation equipment. Actively expand the application of new energy and clean energy such as electric power, hydrogen energy, natural gas, and advanced bio-liquid fuels in the transportation field. Vigorously promote new energy vehicles, gradually reduce the proportion of traditional fuel vehicles in the production and sales of new vehicles and vehicle ownership, promote the electric substitution of urban public service vehicles, and promote heavy freight vehicles powered by electricity, hydrogen and liquefied natural gas.



In the action of circular economy to help carbon reduction, the plan emphasizes the need to improve the resource recycling system and promote the recycling of waste from emerging industries such as decommissioned power batteries, photovoltaic modules, and wind turbine blades. Promote the high-quality development of remanufacturing industries such as auto parts, construction machinery, and cultural and office equipment. Strengthen the promotion and application of renewable resources and remanufactured products. By 2025, the recycling of 9 major renewable resources including scrap iron and steel, scrap copper, scrap aluminum, scrap lead, scrap zinc, waste paper, waste plastics, waste rubber, and waste glass will reach 450 million tons, and reach 510 million by 2030 Ton.


The plan also put forward requirements in terms of international cooperation, policy guarantee, and organization and implementation.
